According to the head of Technik BG GmbH's biogas division Grigory Mazur, the forecasts of the President of Ukraine look somewhat optimistic.

- Currently, the USAID program for the installation of cogenerators is being implemented in Ukraine, - the expert says. - It is already financed through Ukrainian banks. But by the end of the year, only 4 Jembacher cogenerators will be installed and their total capacity will be 6 MW. It is not clear how Ukraine will be able to build 1 GW capacity in the same time frame, without having the appropriate financing.

They suffer from a personnel shortage caused by amendments to the law on mobilization: the necessary specialists do not have armor against mobilization, and everyone who does not have an exemption based on medical indicators, etc., is either already in the army or preparing to receive summonses. That is, even the available personnel do not guarantee the performance of the work, because they may disappear.

The alternative is foreign electricians, installers, concrete workers, builders, drivers, etc. Separate brigades from the post-Soviet space are already appearing. But these are not system project workers: they are not backed by a company that guarantees the quality of the work performed, and they do not always have the appropriate level of qualification.
The expert sees greater probability in the idea of ​​transferring equipment and equipment from power plants in the EU, which has been stopped, to Ukraine. Theoretically, repair work and updating of damaged equipment is a faster way to the goal. But again the question arises, who will install it?

- Currently, Western companies are in no hurry to enter Ukraine, - says Hryhoriy Mazur. - One of the key caveats is the low investment safety rating - 4A. European companies and banks focus on the insurance of Hermes advance and debit payments. It covers possible financial risks of business in all countries except Ukraine. And without Hermes insurance, equipment and production worth millions of euros will not go to the country.

At the meeting on June 24, 2024, held by AHK Ukraine, the representative of Euler Hermes, Mr. Igor Sufraga, noted that Hermes has started to look into insurance in the western part of Ukraine, but considering that Ukraine is in the red zone, it is necessary to take into account the indicators of Ukrainian companies that can be suitable for German banks for financing. According to the expert, the first task that Ukraine must solve now is to increase the rating and ensure the trust of Western businesses in the Ukrainian market. Unfortunately, work in the country is too difficult and risky now, even without taking into account the threats posed by the war.
The complexity of reconstruction works was clearly illustrated by the news that coincided with URC 2024. The head of the State Agency for Reconstruction and Development of Infrastructure, Mustafa Nayem, resigned. He held this post from January 2023. Explaining this step in the public space, Nayem declared "systemic obstacles" that prevent him from effectively carrying out his mandate. It was about the withholding of funds for the payment of completed works (some of the executors were precisely foreign companies that believed the appeals and came to work in a warring country), a significant reduction in salaries for leading specialists (from UAH 30,000 up to 14 thousand) etc.

The last straw was the exclusion of Nayem, the head of the specialized institution, from the delegation to the conference on reconstruction. Within a week, the Cabinet of Ministers granted his request, dismissing him from his post. Now, the strategic direction of Ukraine's state policy is overseen by Roman Komendant, acting head of State Reconstruction. For months, the permanent head of the agency was never appointed.
